He created the piece to commemorate a meeting of the G20 countries which took place in Argentina's capital city of Buenos Aires in December of 2018.  The G20 or Group of Twenty is an international forum for the governments and central bank governors from 19 countries and the European Union that was founded as a was to promote international financial stability in 1999.
